IRAQ: Unrest Surfaces in Fallujah Again

Local militias supported by U.S. forces claim to have “cleansed” the city, 70 km to the west of Baghdad, of all insurgency. But the sudden resignation of the city’s chief of police, Colonel Fayssal al-Zoba’i, has appeared as one recent sign of growing unrest.

Armed tribesmen, euphemistically called Sahwa or Awakening have reportedly lost their faith in the U.S. and the Iraqi government which they accuse of reneging on promises to improve living conditions and provide proper protection.

Fearing loss of control, Iraqi troops have slapped a tight curfew on Ramadi and other major towns such as Falluja, Haditha, Barwana and Haqlawiya. Vehicles are banned from entering or leaving these towns. Traffic inside these cities is forbidden. The curfew which started on Monday is open-ended, according to Brigadier Abdulkarim al-Jumaili. There is no date for the lifting of the curfew which has been imposed in response to recent bombings, he said. Jumaili described the situation as tense in Anbar. He said his troops were anticipating security troubles in the province. There has been no comment from the U.S.

Authorities may have controlled the media better than the violence.
“Assassinations never stopped in Fallujah, but the media seems unwilling to cover the actual situation here,” a human rights activist in Fallujah, speaking on terms of anonymity given the tense situation, told IPS. “The two bomb blasts that killed six policemen earlier this month and another two that killed three on the weekend seem to have terminated the silence.”
People in Fallujah say they still suffer despite the relative improvement in the security situation. ‘Relative’ is the key word here, because the improvement is measured against two massive U.S. military operations in 2004 that killed thousands in the city, and displaced hundreds of thousands.
“Fallujah was slaughtered by the Americans when her people decided to fight, and then were suffocated when they decided to reduce the fighting against the occupiers,” former intelligence officer Major Ahmed al-Alwani told IPS. “There was strong resistance against American occupation forces since May 2003, but it was the Americans who pointed their guns at the innocent civilians and their houses.
“When the American military plans failed, they decided to hire local tribal militias to do the job for them,” Alwani said, referring to the ‘Awakening Group’ militia created by the U.S. military. “Those also failed, despite the executions and the crimes they committed against people.”
Many people throughout Iraq complain of the brutality and unlawful behaviour of these Awakening Groups. Members of these groups are paid 300 dollars per month by the U.S. military.

أفادت مصادر امنية، أن خمسة اشخاص قتلوا واصيب 11 اخرون بحروح، فيما اعتقلت القوات الامنية 43 شخصا في اطار اعمال
عنف وقعت في مناطق متفرقة من العراق من الساعة الثانية ظهرا وحتى الساعة التاسعة من مساء اليوم الاثنين، لترتفع
بذلك حصيلة اعمال العنف الى 17 قتيلا و29 جريحا و53 معتقلا.

فادت مصادر أمنية أن 12 شخصا قتلوا وأصيب 18 آخرون بجروح، فيما اعتقلت القوات الأمنية 10 أشخاص في إطار أعمال عنف
وقعت في مناطق متفرقة من العراق من الساعة التاسعة مساء أمس وحتى الثانية من ظهر الاثنين.
انعدام انتاجية الحنطة والشعير في نينوى بسبب شحة المياه
ذكر مدير زراعة محافظة نينوى جعفر صديق ان موسم الجفاف الذي شهده العراق العام الحالي ادى الى انعدام انتاجية الحنطة
والشعير في المحافظة.
واوضح صديق ان المساحات المروية لم تتجاوز 300 دونم من مجموع 240 الف دونم من الاراضي الزراعية.
واضاف ان موسم الحصاد لهذا الموسم هو صفر مقارنة بالموسم الماضي حيث وصلت المساحة التي تم حصد محاصيلها إلى أربعة
ملايين و400 ألف دونم من محصولي الحنطة والشعير.
مشيرا الى ان عملية الحصاد كان من مقرر لها أن تنتهي منتصف شهر تموز المقبل الا ان الجفاف الذي أصاب عموم العراق
العام الحالي جعل من الصعب على الفلاحين حصاد اراضيهم في الموعد المذكور
مصرف حكومي في الرمادي يتعرض الى عملية نصب واحتيال
تعرض احد المصارف الحكومية في مدينة الرمادي الى عملية نصب واحتيال من خلال تقديم صكوك حكومية بمبلغ يزيد على 180
مليون دينار.
وقال مصدر مالي في مدينة الرمادي مركز محافظة الانبار ان ثلاثة اشخاص تقدموا بصكوك مالية تقدر قيمتها باكثر من 180
مليون دينار الى احد المصارف الحكومية في مدينة الرمادي وسحبوا المبلغ المذكور.
واضاف المصدر انه خلال تدقيق تلك الصكوك تبين ان جهة اصدارها هي مصرف الرافدين في مدينة الفلوجة وان تلك الصكوك هي
صكوك مالية حكومية رسمية وعلى اثرها قام امين الصندوق المالي في المصرف بصرف المبالغ المالية والتي تصل قيمتها
مايقارب من 150 الف دولار .
واضاف ان البنك المركزي العراقي فتح تحقيقا موسعا وشاملا حول عملية النصب وسرقة المبلغ ولمعرفة جهة اصدار الصكوك.
الداخلية تؤكد الانتهاء من تطهير العمارة والقضاء على المظاهر المسلحة
اعلنت وزارة الداخلية الانتهاء من تطهير مدينة العمارة والقضاء على المظاهر المسلحة بعد اربعة ايام من تطبيق خطة فرض
القانون في محافظة ميسان.
وقال ممثل وزير الداخلية قائد الشرطة الوطنية الفريق الركن حسين العوادي ان القوات المشتركة من الجيش والشرطة القائمة
على تنفيذ عملية بشائر السلام تمكنت حتى الان من تطهير مدينة العمارة من جميع المظاهر المسلحة.
مضيفا بان العمليات التي نفذتها هذه القوات اسفرت خلال الايام الاربعة الماضية عن اعتقال عدد من المطلوبين،
والاستيلاء على كميات كبيرة من الاسلحة والذخائر والمتفجرات.
من جانبه ذكر مدير مركز العمليات الوطني في وزارة الداخلية اللواء الركن عبد الكريم خلف انه تم ارسال عينات من
الاسلحة والمتفجرات التي تم ضبطها الى الجهات المختصة لتحديد مناشئها وتاريخ صنعها.
موضحاً ان عمليات التفتيش في المحافظة أدت حتى الان الى العثور على (150) كغم من مادة الـ(سي فور) و116 صاروخاً
متنوعاً، اضافة الى مدافع مضادة للدروع.
مبينا ان حصيلة الاعتقالات بلغت 75 مطلوباً تم القاء القبض عليهم في مناطق مختلفة من المحافظة، مشيرا الى ان العملية
اسفرت ايضا عن حجز (67) مركبة تحمل اوراقاً غير قانونية.
التحالف الكردستاني ينفي تأييده لتقاسم السلطة في كركوك
نفى رئيس كتلة التحالف الكردستاني فؤاد معصوم تأييد كتلته لتقاسم السلطة في محافظة كركوك بنسب معينة بين الأكراد
والعرب والتركمان .
واعتبر معصوم في حديث نشر اليوم الاثنين ان تأجيل الانتخابات في كركوك يعد حلا مؤقتا، ريثما يتم الانتهاء من تطبيق
المادة 140 من الدستور ، التي تنص قولا وفعلا على اهمية الانتهاء من تطبيع الاوضاع الديموغرافية في المناطق المتنازع
عليها ومنها منطقة كركوك.
وقال معصوم ان الاجتماع الاخير للمجلس السياسي للامن الوطني لم يناقش موضوع كركوك، واكتفى بمناقشة موضوع الاتفاقية
الامنية بين العراق والولايات المتحدة، مبينا ان ما يجري تداوله في وسائل الاعلام من تصريحات لقوى سياسية واعضاء في
مجلس النواب عن قبول مبدأ تقاسم السلطة عار عن الصحة.
وكان النائب عن الكتلة الصدرية فوزي اكرم ، قد جمع تواقيع 110 نائبا وقدم عريضة قانونية إلى رئاسة مجلس النواب، تدعو
إلى اعتماد تقاسم السلطة في محافظة كركوك بنسبة %32 لكل من قوميات العرب والتركمان والكورد، ونسبة %4 للكلدو اشوريين.

Iraqi refugee crisis grows as West turns its back

The plight of Iraqi refugees is now worse than ever, with millions struggling to survive in desperate conditions and with little hope of finding sanctuary.
While the crisis continues, the world community, especially Western countries, have not only failed to help but are also erecting fresh obstacles to prevent the dispossessed men, women and children from settling on their shores, says a new report by Amnesty International.
Many governments have attempted to justify their hardline stance by citing supposed improvements in the security situation in Iraq. But after a marked decline, the level of violence is rising again. The numbers killed each month fell from 1,800 in August 2007 to 541 in January 2008. However, in March and April alone, more than 2,000 people, mostly civilians, died during clashes between US and Iraqi government forces and the Shia militia Mehdi Army.
The Iraqi diaspora is now one of the largest in modern times, with more than two million people fleeing abroad. But the ferocious strife and the breakdown in law and order have led to another wave of about 2.7 million fleeing their homes but unable to escape the country. Many of these have moved to Baghdad, putting further strain on a shattered infrastructure and adding to the city’s sectarian tensions. The situation in terms of numbers and conditions for the displaced people has deteriorated dramatically in the past two years, Amnesty claims.

أفادت مصادر أمنية، إن ستة اشخاص قتلوا، بينهم شرطيان، واصيب ثمانية آخرون بينهم خمسة من الشرطة، فيما اعتقلت القوات الأمنية 23 شخصا، في إطار أعمال عنف وقعت في مناطق متفرقة من العراق من ظهر السبت وحتى الساعة التاسعة من مساء اليوم السبت.

Maliki is in Tehran on a three day visit this is his second since visit since he became became head of the GZG. The Iranian news service IRNA says he will hold talks on issues, such as energy and security, and strengthening relations between the two countries as well as regional and international issues and will meet both President Mahmoud Ahmadinejad, and Shura Council Chairman Ali Larijani, Secretary of the Supreme Council for National Security.

حملة واسعة في الانبار للقضاء على الحشرات الناقلة للامراض

بدأت دائرة صحة الأنبار حملة واسعة في جميع انحاء المحافظة للقضاء على أمراض حبة بغداد والحمى السوداء والملاريا باستخدام المبيدات الحشرية للقضاء على الحشرات الناقلة لهذه الأمراض. وأشار مدير شعبة الرعاية الصحية سعدي الدليمي في تصريح نشر اليوم الاحد الى ان هذه الحملة ستشمل انحاء المحافظة كافة وان كوادر المحافظة الصحية جاهزة لهذه الحملة ابتداءا من مدينة الرمادي والى كافة الاقضية والنواحي. وتأتي هذه الحملة في سياق برنامج اعدته دائرة صحة الأنبار للقضاء على الأمراض التي انتشرت بشكل واسع في المحافظة خلال المدة الماضي
