BAGHDAD — Abu Omar can’t stop the bitter half-smile that curls his lips every time he hears of the much-heralded efforts the Iraqi government exerts to lure back millions of people who fled the war-ravaged country over the past five years.
“The government is calling refugees to return to their country, but I would advice them to invite just the wealthy ones,” Abu Omar, 43, told IslamOnline.net from his shelter home on the capital’s outskirts.
“The government cannot take care of those who are already suffering in their own land.”
As the Iraqi government seeks to stream back some three millions of people who fled the country over the past years, nearly two million Iraqis internally displaced inside the country are still struggling to find shelter and aid.
Abu Omar has lost his home and shop to militias in the capital, and since March 2007 he is living with his family in a shelter outside Baghdad.
He believes the government lacks a mechanism to settle property disputes if former residents return.
“If more people under the same circumstances return to Iraq, we will plunge further into misery.”
The government has earmarked some $195 million to facilitate refugees’ return.
Officials expect more than 120,000 people to return to Iraq this year under the apparently improved security situation.
“Iraqis should return to the country and have the minimum of dignity they aren’t receiving outside,” Abdel-Rahman Abdallah, a senior official in the Ministry of Displacement and Migration, told IOL.

العوائل النازحة داخل العراق : التحدیث الخامس والثلاثون

أدى تصاعد حدة العنف في العراق منذ احداث سامراء في عام ٢٠٠٦ ، إلى نزوح واسع النطاق للسكان داخلیاً وفي البلدان
المجاورة على حد سواء، حیث أدى ذلك إلى ازدیاد الحاجات الإنسانیة بین صفوف العوائل المتعففة وتضاؤل فرص
في عام ٢٠٠٧ ، فإن المسح (WFP) الوصول الى الخدمات الأساسیة. وحسب التقریر الصادر من منظمة الغذاء العالمي
المیداني السریع للإحتیاجات كشف عن عدم حصول ٥٥ % من النازحین داخلیاً على حصصھم الغذائیة المقدمة في إطار
نظام التوزیع العام للحصص الغذائیة وذلك بسبب صعوبة نقل وثائقھم لا سیما النازحین من المحافظات.
لقد سجلت أعلى موجة للنزوح في شھر أیلول ٢٠٠٧ ، حیث بلغ عدد الافراد النازحین ٢٢٩٩٤٢٥ فرد، ثم تم بعد ذلك تسجیل
إنخفاض في أعداد العوائل النازحة حیث تم تسجیل عودة ١٢٦٧٦٨ فرد إلى أماكن سكناھم، حیث أن التحسن النسبي في الوضع
الأمني في بعض المناطق قد شجع العوائل الى العودة، فیما أُجبر البعض الآخر على الرجوع بسبب ارتفاع الإیجارات وغلاء
المعیشة وزیادة البطالة في مناطق النزوح معرضة نفسھا الى المخاطر. یضاف إلى ذلك انحدار المستوى المعیشي للعوائل
المستضیفة بسبب التنافس الذي حصل سواء إن كان على المواد او السكن او فرص الحصول على عمل. ویمكنكم الإطلاع على

لم تعد مشكلة النزوح الداخلي ھي المشكلة الوحیدة التي یعاني منھا العراق بل ھناك أیضاً مھجرین إلى خارج العراق
ومھجرین جاؤوا إلى العراق عانوا الكثیر لأجل الحصول على حیاة كریمة، فكان للھلال الأحمر العراقي الدور المتمیز
والبارز في ھذا المجال من خلال التنسیق مع المؤسسات الحكومیة وغیر
الحكومیة لإیصال المساعدات لھم وتوفیر ابسط الحقوق الإنسانیة. كما كان
للمھجرین غیر العراقیین نصیباً من خدمات الھلال الأحمر العراقي حیث تم
انشاء عدة مخیمات لھم موضحة في أدناه:

First violence, now drought threatens Iraq farmers - Los Angeles Times

HAWIJA, IRAQ — For nearly three years, farmer Sarheed Ahmed barely touched his land. He was too afraid of drawing the attention of the masked gunmen who terrorized the area, or of the U.S. attack helicopters that prowled overhead.
Now, Ahmed says, he can farm until late at night without worrying about safety. But in a cruel twist, the rain didn’t come this season.
After struggling through five years of war, Iraq is facing an acute drought, which has slashed agricultural production and threatens to decimate livestock. In the worst-hit northern provinces, areas that were covered with golden wheat fields and verdant pastures have become a dust bowl.

تفكيك شبكة كبيرة لتهريب اللاجئين العراقيين الى اوربا
Written by Editors on June 24, 2008 – 8:26 amاظهرت عملية تفكيك شبكة تهريب لاجئين عراقيين ان الاكراد هم اكثر من يحاولون طلب اللجوء الى الدول الاوربية وبالخصوص انكلترا.
وفككت اجهزة الشرطة في 10 دول اوروبية شبكة كبيرة لتهريب اللاجئين العراقيين الى انجلترا في إطار حملة منسقة اطلق عليها عملية بغداد.
واعلنت مصادر في العاصمة الفرنسية باريس امس الاثنين ان الشرطة الاوربية في عشر دول اوروبية اعتقلت 75 شخصا امس في اطار تفكيك شبكة كبيرة لتهريب المتسللين العراقيين وظهر ان اغلبهم اكراد يريدون الوصول الى دول اوربية وبالخصوص انكلترا.
ونقلت وكالة الصحافة الفرنسية عن هذه المصادر أن عملية بغداد أطلقت أمس بمشاركة 1300 شرطي في فرنسا وألمانيا وبلجيكا والدنمارك وآيرلندا واليونان والنرويج وهولندا والسويد وبريطانيا وقد نسقتها الشرطة الاوروبية (يوروبول).
الى ذلك أوضحت شرطة باريس ان التحقيقات اشارت بوضوح الى وجود شبكة للهجرة غير الشرعية في عدد من الدول تتمتع بهيكلية محترفة من رعايا عراقيين أكراد ينشطون بين العراق وعدد من الدول في شمال اوروبا.

IRAQ: Home to Too Many Widows by Ahmed Ali and Dahr Jamail. Ahmed Ali, is IPS‘ correspondent in Iraq’s Diyala province, he works in close collaboration with Dahr Jamail, their U.S.-based specialist writer on Iraq who travels extensively in the region.
BAQUBA, Jun 18 (IPS) - Just about everyone in Iraq is a loser as a result of the occupation, but none more than women. One of the more obvious signs of that is the very large number of widows.
The Asharq al-Awsat Arab media channel estimated in late 2007 there were 2.3 million widows in Iraq. These include widows from the 1980-1988 war with Iran in which half a million men were killed, the U.S.-led invasion and occupation of Iraq, and from ‘natural’ causes. The news outlet cited the Iraqiyat (Iraqi women) group as a source for their figure.
For a widow, all things are the same, dark.
“Being a widow means being dead in Iraq today,” a professor from Diyala University, speaking on condition of anonymity, told IPS. “This is because of the tremendous responsibilities cast upon her.”
The widows have become victims of the occupation, but also of social codes. Women are not supposed to commit mistakes, and when they do, their mistakes are rarely forgiven. Women are easily accused of doing ‘bad things’, regardless of proof.
