The situation in Iraq seems to be improving. SPIEGEL spoke with Iraqi Prime Minister al-Maliki about his approval of Barack Obama’s withdrawal plans and what he hopes from US President Bush in his last months in office.
It is a fundamental problem for us that it should not be possible, in my country, to prosecute offences or crimes committed by US soldiers against our population. But other issues are no less important: How much longer will these soldiers remain in our country? How much authority do they have? Who controls how many, soldiers enter and leave the country and where they do so?
SPIEGEL: Mr. Prime Minister, the war and its consequences have cost more than 100,000 lives and caused great suffering in your country. Saddam Hussein and his regime are now part of the past. Was all of this worth the price?
Maliki: The casualties have been and continue to be enormous. But anyone who was familiar with the dictator’s nature and his intentions knows what could have been in store for us instead of this war. Saddam waged wars against Iran and Kuwait, and against Iraqis in the north and south of his own country, wars in which hundreds of thousands died. And he was capable of instigating even more wars. Yes, the casualties are great, but I see our struggle as an enormous effort to avoid other such wars in the future.
SPIEGEL: Germany was opposed to the war. German Economics Minister Michael Glos was in Baghdad the week before last, Daimler AG plans to build trucks in Iraq, and you will travel to Berlin this week. Has everything been smoothed out between Germany and Iraq?
Maliki: We want closer relations, and it is my impression that the Germans — the government, the people and German companies — want the same thing. Our task is to rebuild a country, and the Germans are famous for effective and efficient work. We have great confidence in them and want to involve them in the development of our country.
SPIEGEL: And there is truly no resentment against a country that opposed the war in 2003?
Maliki: We do not judge our partners on the basis of whether or not they were militarily involved in toppling Saddam. The decisions back then corresponded to the national will of the countries, and we respect that.
SPIEGEL: What exactly do you expect from the Germans and from German companies?
Maliki: We want to get to know them, and we want to know what they want — and the things they fear when thinking about Iraq. We have to start over again in many areas, including oil production, the development of the power grid and all industries. There is much to be done.

المرواني: الصدريون قادرون على الإحتفاظ بأسلحتهم لمواجهة المحتل
أسامة مهدي من لندن: أكد مستشار إعلامي وثقافي للزعيم الشيعي العراقي مقتدى الصدر أن محاولات ضرب التيار الصدري قد أسفرت عن نتائج عكسية زادت من قوته، وشدد على أن الصدريين قادرون على الإحتفاظ بأسلحتم لمواجهة الإحتلال، مشيرًا إلى أن تسليح الفصائل المسلحة من جيش المهدي يتم بجهود وتمويل شخصي، وأشار إلى أن الصدر بصحة جيدة لكنه رفض الكشف عن مكان وجوده، وقال إنه مهتم بالدراسة الحوزوية لأنه يعتبرها تكليفًا شرعيًا.
وأضاف راسم المرواني المستشار الإعلامي والثاقافي في مكتب الصدر في حديث مع “إيلاف” أن دافع الصدر لشطر جيش المهدي مؤخرًا إلى قسمين عسكري لمواجهة الإحتلال وعقائدي للدعوة الإسلامية هو التصدي لأجندات الإحتلال . وقال إن هذه التشكيلات ستتكون من عناصر من جيش المهدي المؤهلين لتنفيذ مهمات مقاومة الإحتلال. وأشار إلى أن تسليح هذه التشكيلات سيتم بشكل شخصي وبأموال شخصية. وأوضح أن التيار الصدري لن يشارك في إنتخابات مجالس المحافظات المقبلة في تشرين الأول (اكتوبر) المقبل لكنه سيدعم مرشحين مستقلين كفوئين .
وحول انضمام التيار الصدري الى جبهة قوى معارضة عريضة يجري الاعداد للاعلان عنها قريبًا، قال المرواني ان تكتيكات المرحلة قد تقتضي بتشكيل تحالف معين مع الحفاظ على الإستراتيجيات. وعن دراسة الصدر الحوزوية اكد ان الصدر موجود وبصحة جيدة لكنه لم يكشف عن مكان وجوده وقال انه مهتم بالدراسته الحوزوية لأنه يعتبرها تكليفًا شرعيًا لكنه يهتم غالبًا بالجوانب الشرعية والأخلاقية والإنسانية أكثر من اهتمامه بتداعيات السياسة وتهافتاتها .

أفادت مصادر أمنية أن ستة أشخاص قتلوا وأصيب 22 آخرون بجروح، فيما اعتقلت الأجهزة الأمنية ثلاثة من المطلوبين في إطار أعمال عنف وقعت في مناطق متفرقة من العراق خلال الـ 24 ساعة الماضية.
افادت مصادر امنية، ان شرطيا قتل واصيب ستة اشخاص بجروح، فيما اعتقلت قوات الامن 14 شخصا في اطار اعمال عنف وقعت في مناطق متفرقة من العراق من الساعة الثانية ظهرا وحتى الساعة العاشرة من مساء اليوم الاحد، لترتفع بذلك حصيلة اعمال العنف الى سبعة قتلى، و28 جريحا، و17 معتقلا خلال الـ(24) ساعة الماضية في عموم ارجاء العراق.

صحيفتان أمريكيتان: المالكي والصدر يوجهان ضربة إلى السياسة الأمريكية في العراق
Written by Editors on June 14, 2008 – 4:02 pmسلطت صحيفتان أمريكتان الضوء، السبت، على بروز المواقف العراقية الرسمية من المفاوضات الجارية بشأن الإتفاقية الأمنية مع الولايات المتحدة، متحدثة عن “نكستين” تعرضت لهما السياسة الأمريكية الحالية في العراق، إلا أنهما نوهتا بأن الأمر قد يكون متصلا بحشد الأصوات للإنتخابات المحلية التي تجري بعد شهور. كما نوهتا بإعلان مقتدى الصدر “إعادة تنظيم” الأدوار وتراتبية القيادة بين التيار الصدري، وتشكيل مجموعات لمقاتلة “قوات الاحتلال” في العراق.
وأبرزت الواشنطن بوست (Washington Post)على رأس صفحتها الأولى، في عددها الصادر اليوم (السبت)، تقريرا يحمل عنوان “كبار القادة العراقيين يعيقون سياسة الولايات المتحدة في العراق”، قائلة إن رئيس الوزراء العراقي “يرفض شروط المعاهدة المقترحة؛ فيما يعيد الصدر تنشيط ميليشياه.”

اعلن زعيم التيار الصدري السيد مقتدى الصدر اليوم الجمعة عن نيته بتشكيل خلايا لمقاومة الاحتلال.
وقال رئيس المكتب السياسي للتيار الصدري لواء سميسم في تصريح صحفي ان “اعلان السيد مقتدى الصدر بتشكيل خلايا لمقاومة الاحتلال هي تأكيد لمبدأ المقاومة الذي ينتهجه اتباع الخط الصدري وتأكيد على الطابع العقائدي والثقافي للتيار”.
واضاف سميسم ان هذه الخلايا “ستكون مخولة بتأكيد خطي من قبل سماحة السيد مقتدى الصدر للقيام بعملها وبنظم سرية خاصة ويكون السلاح حصرا بهم يوجهونه للمحتل فقط ولا يوجهونه لغير المحتل”.
ولم يعلن سميسم المزيد من المعلومات عن اوقات تشكيل الخلايا، واعداده

Al-Sadr intends forming cells to resist foreign forces
A Sadrist leader announced today that Muqtada al-Sadr has expressed his intention to form resistance cells against foreign occupation.
A press statement released by Sheikh Liwa Sumaysim head of the Sadr movement’s political bureau in Najaf, said that Muqtada al-Sadr had ordered the setting up of cells to resist the occupation of Irak. (Note: Very similar statements was released by Salah al-Obeidi amongst others the postings for which (Arabic) are here and here this report is based on Sheikh Sumaysim’s statement.) The order by al-Sadr forming these cells is in full conformity with Sadrist principles and the cells are to be authorised in writing by Muqtada al-Sadr. A key point of the statement by Sheikh Liwa Sumaysim is that the cells are only authorised to bear arms against the occupiers. As yet there are no further details about the formation of these resistance cells.
