BAGHDAD — Abu Omar can’t stop the bitter half-smile that curls his lips every time he hears of the much-heralded efforts the Iraqi government exerts to lure back millions of people who fled the war-ravaged country over the past five years.
“The government is calling refugees to return to their country, but I would advice them to invite just the wealthy ones,” Abu Omar, 43, told IslamOnline.net from his shelter home on the capital’s outskirts.
“The government cannot take care of those who are already suffering in their own land.”
As the Iraqi government seeks to stream back some three millions of people who fled the country over the past years, nearly two million Iraqis internally displaced inside the country are still struggling to find shelter and aid.
Abu Omar has lost his home and shop to militias in the capital, and since March 2007 he is living with his family in a shelter outside Baghdad.
He believes the government lacks a mechanism to settle property disputes if former residents return.
“If more people under the same circumstances return to Iraq, we will plunge further into misery.”
The government has earmarked some $195 million to facilitate refugees’ return.
Officials expect more than 120,000 people to return to Iraq this year under the apparently improved security situation.
“Iraqis should return to the country and have the minimum of dignity they aren’t receiving outside,” Abdel-Rahman Abdallah, a senior official in the Ministry of Displacement and Migration, told IOL.

العوائل النازحة داخل العراق : التحدیث الخامس والثلاثون

المقدمة والخلفیة
أدى تصاعد حدة العنف في العراق منذ احداث سامراء في عام ٢٠٠٦ ، إلى نزوح واسع النطاق للسكان داخلیاً وفي البلدان
المجاورة على حد سواء، حیث أدى ذلك إلى ازدیاد الحاجات الإنسانیة بین صفوف العوائل المتعففة وتضاؤل فرص
في عام ٢٠٠٧ ، فإن المسح (WFP) الوصول الى الخدمات الأساسیة. وحسب التقریر الصادر من منظمة الغذاء العالمي
المیداني السریع للإحتیاجات كشف عن عدم حصول ٥٥ % من النازحین داخلیاً على حصصھم الغذائیة المقدمة في إطار
نظام التوزیع العام للحصص الغذائیة وذلك بسبب صعوبة نقل وثائقھم لا سیما النازحین من المحافظات.
لقد سجلت أعلى موجة للنزوح في شھر أیلول ٢٠٠٧ ، حیث بلغ عدد الافراد النازحین ٢٢٩٩٤٢٥ فرد، ثم تم بعد ذلك تسجیل
إنخفاض في أعداد العوائل النازحة حیث تم تسجیل عودة ١٢٦٧٦٨ فرد إلى أماكن سكناھم، حیث أن التحسن النسبي في الوضع
الأمني في بعض المناطق قد شجع العوائل الى العودة، فیما أُجبر البعض الآخر على الرجوع بسبب ارتفاع الإیجارات وغلاء
المعیشة وزیادة البطالة في مناطق النزوح معرضة نفسھا الى المخاطر. یضاف إلى ذلك انحدار المستوى المعیشي للعوائل
المستضیفة بسبب التنافس الذي حصل سواء إن كان على المواد او السكن او فرص الحصول على عمل. ویمكنكم الإطلاع على

لم تعد مشكلة النزوح الداخلي ھي المشكلة الوحیدة التي یعاني منھا العراق بل ھناك أیضاً مھجرین إلى خارج العراق
ومھجرین جاؤوا إلى العراق عانوا الكثیر لأجل الحصول على حیاة كریمة، فكان للھلال الأحمر العراقي الدور المتمیز
والبارز في ھذا المجال من خلال التنسیق مع المؤسسات الحكومیة وغیر
الحكومیة لإیصال المساعدات لھم وتوفیر ابسط الحقوق الإنسانیة. كما كان
للمھجرین غیر العراقیین نصیباً من خدمات الھلال الأحمر العراقي حیث تم
انشاء عدة مخیمات لھم موضحة في أدناه:

IRAQ: Animals Too Struggle for Survival
Written by Editors on June 5, 2008 – 8:16 pmFALLUJAH, Jun 5 (IPS) - Amidst the huge and growing death toll, it has been easy to forget that animals, in their own way, are finding it hard to survive in Iraq.
“Like human beings, animals find it very hard to stay alive now,” Dr. Sammy Hashim, a veterinarian who lives and works west of Baghdad, between Fallujah and the capital city, told IPS. “Naturally, no one cares for the poor animals when nobody seems to care even for human beings under the occupation.”
Dr. Hashim said animals cannot get basic needs. “Good drinking water, good feed, vet care and medicines are all unavailable in Iraq since the U.S. occupation of the country began in the spring of 2003. When we complain to the government, they laugh at us, saying humans are first priority.”
Farmers seem to have lost hope for the future of their animals. “We treat animals like our own children,” Hamdiya Alwan, 50-year-old widow of a farmer in the Abu Ghraib area of western Baghdad told IPS. “We were brought up to treat animals in the best way possible, but now it is getting very hard.
“It costs a lot to keep a cow or a few sheep with prices of feed so high, and agriculture in such bad shape. Of the six cows and 30 heads of sheep that we had before my husband was killed in 2004, I only have one cow and four heads of sheep now.”

العراق: وزارة الموارد المائية تحذر من الجفاف
Written by Editors on May 26, 2008 – 5:11 am“نحن نتوقع أن نفقد حوالي نصف مواردنا المائية أو ربما أكثر من ذلك إذا ما استمرت الدول المجاورة في بناء السدود على نهري دجلة والفرات”
“تركيا وسوريا تساهمان أيضاً في تخفيض مستويات المياه في نهري دجلة والفرات عن طريق قيامهما بنفس ما تقوم به إيران. وذلك من شأنه أن يحرم حوالي مليون هكتار على الأقل من الأراضي الزراعية العراقية من مياه الري وأن يهدد سبل عيش الناس هناك”.
أفاد بيان صادر عن وزارة الموارد المائيةً أن العراق يعاني من نقص كبير في المياه قد يؤدي إلى الجفاف.
وقالت الوزارة أن السبب في ذلك يعود للسياسات المائية التي تنتهجها الدول المجاورة والجفاف غير المعتاد الذي شهده فصل الشتاء هذا العام.
وجاء في البيان أن “نقص مياه الأمطار التي لم تصل خلال فصل الشتاء المنصرم إلا لحوالي 30 بالمائة مما كانت عليه في الأعوام الماضية، قد أثر بوضوح على مستويات المياه في نهري دجلة والفرات وروافدهما”.
كما أفاد البيان أن إجمالي مخزون المياه في الخزانات والبحيرات العراقية حالياً انخفض بواقع 9.19 مليار متر مكعب عما كان عليه في السنة الماضية ليصل إلى 22.07 مليار متر مكعب.

تشكيل خلية ازمة لمواجهة موجة الجفاف في العراق
Written by Editors on May 17, 2008 – 2:06 amقررت وزارة الزراعة تشكيل خلية ازمة لمواجهة موجة الجفاف التي تواجهها البلاد حاليا. وقال وزير الزراعة علي حسين البهادلي في تصريح صحفي امس الاربعاء ان الوزارة شكلت خلية الازمة بهدف مواجهة الآثار المترتبة عن الجفاف الذي تسبب في ضياع مساحات واسعة من الاراضي المزروعة بالمحاصيل الستراتيجية وهي الحنطة والشعير بسبب اعتمادها على سقوط الامطار. مشيرا الى ان بعض المساحات المزروعة في محيط العاصمة بغداد لم تتأثر بسبب اعتمادها على مشاريع اروائية وليس على مياه الامطار ، مشيرا الى ان الكميات المتوقع تسويقها من محاصيل الحنطة والشعير لن تتجاوز المليون طن مبينا انها لاتغطي سوى اقل من خمس حاجة البطاقة التموينية التي تبلغ أربعة ملايين ونصف المليون طن سنويا.
