- أفادت مصادر أمنية للوكالة المستقلة للأنباء (أصوات العراق) أن 11 شخصا قتلوا وأصيب سبعة آخرون بجروح جراء أحداث عنف وقعت في مناطق مختلفة من العراق منذ الساعة الثانية بعد الظهر وحتى العاشرة من مساء السبت.
- أفادت مصادر أمنية أن مفارز الشرطة عثرت على سبع جثث جراء أعمال عنف وقعت في مناطق متفرقة من العراق خلال الأربع والعشرين ساعة الماضية.
اصدار الاوامر باعتقال أعضاء من مجالس الصحوة في ديالى
اصدرت القوات الامنية العراقية اوامر باعتقال المئات من أعضاء مجالس الصحوة في محافظة ديالى كجزء من العمليات الأمنية التي يقوم بها الجيش العراقي في المحافظة.
وصرح مسؤولون عسكريون عراقيون وامريكيون في ديالى ان خمسة على الأقل من القادة البارزين من تلك المجالس قد اُعتقلوا بالمحافظة خلال الأسابيع الأخيرة.
واشار المسؤولون الى أن الجيش العراقي يلاحق 650 عضوًا من أعضاء قوات مجالس الصحوة، وأن الكثير منهم فروا من المنطقة التي كانت تتسم بالعنف، ثم استعادت أمنها مرة أخرى.
وتشهد محافظة ديالى منذ نهاية شهر تموز الماضي عملية امنية واسعة اطلق عليها اسم بشائر الخير لملاحقة المسلحين والخارجين على القانون بهدف استقرار الاوضاع الامنية في المحافظة.
جماعة متطرفة تمنع العوائل المهجرة من العودة الى منازلها في بعقوبة
تعمل جماعة تطلق على نفسها اسم كتائب المصطفى على منع العوائل المهجرة من العودة الى منازلها في بعقوبة مركز محافظة ديالى شمال شرقي بغداد.
وقال مصدر في مجلس المحافظة ان الكثير من الأهالي في مناطق التحرير والاحياء الغربية من بعقوبة ذكروا أن مسلحين يزعمون أنهم تابعون لتنظيم مسلح يسمى كتائب المصطفى يطالبهم بعدم العودة الى منازلهم الا بعد موافقته.
وقال المصدر الذي رفض الكشف عن اسمه ان بروز تنظيمات مسلحة في مناطق من ديالى يعتبر خرقا خطيرا لا يمكن للقيادات الامنية المشرفة على خطة بشائر الخير السكوت عنه.
مشيرا الى ان القيادات الأمنية ليس لديها أية استراتجية لحفظ أمن الأحياء السكنية، لافتا الى ان القطعات العسكرية توجد على الطرق الرئيسة بأعداد كبيرة لكنها غائبة عن الأحياء السكنية.

Mogadishu, Grozny, Kabul and Baghdad have all been affected by the violence of an armed conflict at one time or another. For humanitarian organizations, which often work more in rural areas, these places present particular challenges. Are other towns in countries which are at peace but experiencing uncontrolled growth the breeding ground of new forms of violence between armed groups which will be of concern not only to development agencies but also to humanitarian organizations?
More than half the planet’s inhabitants are town-dwellers. According to UN-HABITAT’s State of the World’s Cities Report 2006/7, urbanization trends indicate that the largest towns will be found mainly in developing countries. Whereas megacities of more than 20 million inhabitants already exist in Asia, Latin America and Africa, most urban migrants will be drawn to smaller towns with less than one million inhabitants. Towns in the developing world will absorb 95% of urban growth over the next two decades.

The aim of this text is to share some thoughts on the subject of urban violence from the specific – but not sole – perspective of armed conflicts. The thoughts will be organized as responses to seven questions.
Is it appropriate to analyse violence in relation to the place where it occurs?

قال النائب عن جبهة التوافق ظافر العاني ان “الصراع في العراق بدأ يتحول من صراع طائفي الى عرقي بسبب تصرف الأكراد الذي يشكل خطرا على البلاد”.
وأضاف العاني في تصريح صحفي له نشر اليوم الاثنين ان هناك جهودا حثيثة وآمالا لانهاء أزمة قانون الانتخابات ، واستدرك ان تلك الجهود تفشل دائما بسبب ما وصفه بتعنت الأحزاب الكردية التي تريد الحصول على كركوك بأي ثمن.
ويسود لدى اهالي كركوك تخوف من ارتفاع حدة التوتر في المدينة في حال فشل المشرعين العراقيين بمجلس النواب في التوصل إلى اتفاق.

NINEWA, July 20 (VOI) – A Shiite cleric in Ninewa’s Talafar blamed the poor security conditions in the district on the Iraqi Interior Ministry, describing the military operation in Mosul as a “failure.”
“I blame the Interior Ministry’s security agents, Ninewa’s operations command and the police department for the deterioration in the security situation in Talafar district, western Mosul, following a security stability that was restored by the blood of its people,” Mohammed Jawad al-Mousawi told Aswat al-Iraq - Voices of Iraq - (VOI).
Mousawi linked the bad security conditions to “the transfer of 23 of Talafar’s most qualified policemen” during the military operations that took place in Mosul city.
Describing Mosul’s security operations as a “failure,” Mousawi said that the security conditions in Talafar were more stable before the launch of operations.
Iraqi security forces have been conducting a large-scale military campaign since May 10. The operation, codenamed Za’eer al-Assad (Lion’s Roar), aimed at tracking down gunmen in Ninewa province. Five days later, Iraqi Prime Minister Nouri al-Maliki announced the operation’s second stage under the name Umm al-Rabiain (Mother of Two Springs).
On Wednesday, Talafar Mayor Najm Abdullah told VOI that 15 civilians were killed and 94 others were wounded in a car bomb explosion that ripped through the district’s neighborhood of al-Taleea.
Talafar district, Ninewa, lies 60 km west of Mosul city; while Mosul, the capital city of the province, lies 405 km north of the Iraqi capital Baghdad.

حمل المرجع الشيعي في قضاء تلعفر بمحافظة نينوى السيد محمد جواد الموسوي السبت وزارة الداخلية العراقية مسؤولية التدهور الأمني الذي شهده القضاء، واصفا العمليات العسكرية في الموصل بانها “فاشلة”.
وقال السيد الموسوي وكيل المرجع الديني محمد سعيد الحكيم في نينوى للوكالة المستقلة للأنباء (أصوات العراق) “أحمل الوكلاء الأمنيين لوزارة الداخلية وقيادة عمليات نينوى ومديرية شرطتها مسؤولية التدهور الأمني الذي لحق بقضاء تلعفر غرب مدينة الموصل بعد الاستقرار الأمني الذي شهده القضاء والذي تحقق بدماء أبنائها”.
وكان اللواء نجم عبد الله قائممقام تلعفر قال لـ(أصوات العراق) الأربعاء الماضي إن 15 مدنيا قتلوا وأصيب 94 آخرون بجروح جراء انفجار سيارة مفخخة في حي الطليعة بقضاء تلعفر.
وأضاف المرجع الشيعي السيد الموسوي أن هذا التدهور الأمني في تلعفر “جاء على خلفية قيام الوزارة أثناء إشرافها على العمليات العسكرية في الموصل بنقل 23 ضابطا من أكفئ ضباط شرطة تلعفر، حيث لديهم مصادر ومعلومات أمنية عن تلعفر كونهم متعايشين مع الأهالي وان عملية نقلهم احدث خللا امنيا واضحا”.
ووصف الموسوي العمليات الجارية في مدينة الموصل بانها “فاشلة؛ لأنها لم تحقق أهدافها المرجوة بدليل ان الوضع الأمني في تلعفر قبل بدء العمليات العسكرية كان أكثر استقرارا وبعد بدئها أصبح مترديا جدا”.
وتشهد محافظة نينوى منذ العاشر من أيار مايو الماضي عملية أمنية أطلق عليها في البداية (زئير الأسد) ثم أطلق على المرحلة الثانية منها اسم (أم الربيعين) لتعقب المسلحين وفرض القانون.
وتابع الموسوي أن “أهالي قضاء تلعفر سيرفعون دعوى قضائية (في وقت لم يحدده) ضد المتسببين بالتفجيرات الأخيرة ومسؤولين في الدولة.
ويتبع قضاء تلعفر محافظة نينوى الشمالية ويقع على بعد (60 كم غرب مدينة الموصل) فيما تبعد المدينة مركز المحافظة مسافة 405 كم شمال العاصمة بغداد.
