أكد ممثل المرجعية الدينية العليا في النجف الأشرف وخطيب صلاة الجمعة في مدينة كربلاءالمقدسة الى مخاطر تخلخل الوضع الأمني في بعض المناطق. موضحا إن هذه الطريقة من الاستهداف لمراكز الشرطة أو المتطوعين وذهاب كمية كبيرة من الشهداء، واستهداف غالبية مناطق العراق، تعد مؤشرا غير صحي بالنسبة إلى الوضع الأمني.

وأشار سماحة السيد (احمد الصافي) في خطبة صلاة الجمعة ( 16 رمضان المبارك 1431هـ الموافق 27 آب2010 م) والتي أقيمت في الصحن الحسيني الشريف إلى إن هناك ثمة نقطتين مهمتين في هذا الشأن ينبغي أن نضعهما بعين الاعتبار:

الأولى : المساحة ومصادر القوة التي تملكها الأجهزة الأمنية لإضعاف العدو بمسمياته .. بل لإسكات هؤلاء وإنهاء الأزمة الأمنية التي تطلع علينا بين فترة وأخرى، والأرقام التي تملكها الدوائر الأمنية مهمة جداً وينبغي إظهارها للعلن من اجل القضاء على هذه الطريقة من القتل الوحشي الموجه ضد الأبرياء العزل من الشعب العراقي.

الثانية: صمود المسؤول الأمني نفسيا ً إزاء هذه الأعمال، فالإنسان إذا هزم نفسيا ً يجعل نفسه في سجن شخصي ولا ينتج ولا يثمر .. وهذه الأعمال تنشأ حتماً من تقصيرات سواء كان التقصير اختراق أو تقصير، والمسؤول الأمني يجب عليه أن لا يطمئن دائماً إلى الاستقرار الأمني فوظيفته توفير الأمن والمداومة عليه .. فالقضاء على حالات الفساد والروتين وشراء الذمم لبعض أفراد الأجهزة الأمنية، مجموعة من المشاكل بحاجة إلى إفراز ومعالجة.

موضحا إن المشكلة لا تنتهي إذا عرفناها بل لابد من معالجتها.. فمثلا ً أنا اعرف إن هذا الشرطي قد دفع مالا حتى يتعين، فعندما يضعف بهذه الطريقة سيفسح المجال للآخرين بالفساد والإفساد .. أو إن المسؤول الأمني لا يتابع واجبه بشكل جدي وإنما يترك الأمور لتقارير ورقية وقد يعلم إن بعضها غير صحيح بمجرد أن يظهر أمام وسائل الإعلام يقول أنجزنا كذا وكذا وكذا .. أيضا ً لابد أن تعالج منظومة كبيرة من المشاكل فهي بحاجة إلى حلول تتناسب مع حجم المشكلة وهذه بالنتيجة مؤشر غير صحي.

وعن الإغتيالات التي تعرض لها بعض المسؤولين الأمنيين في الآونة الأخيرة وصف سماحته هذا الملف بأنه مؤشر خطير .. فالمسؤول الأمني يجب أن يتابع الوضع الأمني وان يكون عمل الأجهزة الأمنية كخلية نحل على كل المستويات كالمستوى الدفاعي أو الهجومي أو الاستخباراتي أو ما يشمل الجهات التي تحمي المواطن ورجل الأمن على حد سواء.. ولابد أن يشعر المواطن بالأمان والأجهزة الأمنية مسؤولة عن إشعار المواطن بالأمان فهذه مسؤوليتكم وتحتاج إلى مزيد من الجهد والمتابعة واليقظة والولاء للوطن تمهيدا لإسداء الخدمة للمواطن.

وعن أزمة تأخير تشكيل الحكومة طالب سماحة السيد الصافي الكتل السياسية إلى بذل المزيد من أجل المواطن والبلد الذي ينتمون إليه بقوله:

العراق في أزمة ولكل أزمة رجال وخطوة الحل لحلحلة الأزمة ستحسب لمن يخطوها .. فلابد أن نتخطى هذه الأزمة وهي بحاجة إلى تضحية من

فلان وفلان .. مضيفا إن الوقت وصل إلى حافة غير صحيحة وهذا التأخر ليس في صالح الناس، وتشكيل الدولة يعني تشكيل مؤسسات الدولة.. ليبدأ الوزراء بأخذ محلهم ويبدأ العراق ينمو شيئا فشيئاً ..

ووصف سماحته التأخير في تشكيل الحكومة بأنه لا يصب في مصلحة أحد وإنه أمر غير صالح ونحتاج إلى خطوة من الإخوة للتغلب على هذه الأزمة وهي بحاجة إلى رجال .. والذي يخطو هكذا خطوات قد يكون مترددا أو قد يحتاج إلى دفع من الكيانات فهذه خطوة يجب أن يخطوها الإخوة الأعزاء وان نتخلص من تشكيل الحكومة حتى ننتقل إلى مسائل مهمة أخرى .. فكل شيء معطل حتى تتشكل الحكومة .. وإذا تشكلت الحكومة ستنفرج بعض الأمور المتعلقة بها.

ووجه سماحة السيد خطابه إلى ممثلين الشعب الذين فازوا بالإنتخابات منذ ستة أشهر ولم يفلحوا في تشكيل الحكومة أن يشاركوا الشعب في معاناته. وأعرب عن أمله أن يرى النواب عن محافظة كربلاء أو البصرة أو النجف وغيرها من المحافظات … أن يراهم يتنازلون عن بعض مخصصاتهم لرفع جزء من معاناة الشعب العراقي، مثلا ً أن يأتي إخوة من أعضاء البرلمان ويقولون إن هذه الفترة لم نعمل عملاً حقيقياً فيها لكن ممكن أن نتبرع بمجموعة من الأموال لتوفير الثلج مثلا ً للعوائل الفقيرة أو نتبرع بهذا المال لوجبات إفطار لعوائل متعففة ..

واستطرد قائلا: قد يفعل بعض الإخوة هذا الأمر سرا ولكني اطلب من الإخوة إذا كان لديهم مثل هذا العمل إن يعلنوه، فهذا مورد من موارد الثقة فهو سيتبوأ مقعدا ً مهما ً في البرلمان وسيحدد المستقبل السياسي وسيقضي على جزء من معاناة العوائل الفقيرة، وإذا لم نكن نستطيع أن نحل المشاكل العالقة فعلى الأقل نستطيع أن نحل مشاكل جزئية، فالبرلماني يخطو خطوة للإمام حتى أنا كناخب له اشعر أني انتخبت فعلا ً مسؤولاً يتحمل المسؤولية في الأزمات.

ودعا ممثل المرجعية الدينية العليا البرلماني بأن يخطو خطوة بهذا الاتجاه وهو ليس له علاقة بتشكيل الحكومة، وباستطاعته كنائب ويستلم مبالغ ضخمة أن يشارك الناس في معاناتها حتى تكون هذه وقفة تحتاج إلى تقييم من قبل المجتمع.

وفي الختام خاطب سماحته البرلمانيين بقوله: نحن نحبهم وانتخبناهم ونريد أن يكونوا بمستوى التحدي فالتحديات كبيرة على البلد فتعالوا لنرفع

جزءا من المشكلة بمشاركتنا إخواننا وأبناءنا بالطريقة التي بينتها .. وان نشارك برفع ولو حتى جزء يسير من معاناة الناس حتى نشعر بالاطمئنان لكل الإخوة النواب.

ففي بغداد اذ ألقت دورية في الجيش العراقي القبض على اثنين من الإرهابيين وبحوزتهم عبوة ناسفة في حي الجهاد جنوبي العاصمة بغداد وإن الإرهابيين كانا يرومان زرع العبوة الناسفة لاستهداف المدنيين والقوات الأمنية في المنطقة المذكورة ومن جهة اخرى القت قوات الامن العراقية اليوم القبض على احد الارهابيين المتهمين بقيامهم بتنفيذ عمليات ارهابية واجرامية شمال بغداد وان عملية القاء القبض على المذكورين تمت بناء على معلومات استخبارية افادت بوجود االارهابي الذي يشتبه بارتباطه بتنظيم القاعدة في العراق وذلك خلال عمليات دهم وتفتيش نفذتها اليوم في منطقة التاجي 32 كم شمال شرق بغداد وفي بغداد ايضا استشهد اليوم مدير العلاقات الدولية في مجلس محافظة بغداد ميثم محمود اثر تعرضه لحادث اطلاق نار من مجهولين في منطقة حي الحارثية غرب العاصمة بغداد بان مجهولين يقودون سيارة مجهولة الأرقام قاموا باطلاق النار من مسدس كاتم للصوت على المسؤول المذكور وهو يقود سيارته ثم لاذوا بالفرار الى جهة مجهولة ".

وعلى الصعيد نفسه اشار المصدر الى ان" القوات الامنية عثرت على شخص مصاب بطلق ناري من مسددس كاتم صوت ايضا في منطقة حي الجهاد وبعد محاولة انقاذه فارق الحياة بالطريق الى المستشفى ، مبينا انه تم التعرف على الشخص وهو من سكنة مدينة الحلة وفي بعقوبة استشهد عنصر في قوات الصحوة وأصيب اخر جراء انفجار عبوة ناسفة ظهر اليوم استهدفت سيارتهم المدنية في منطقة امام ويس 60 كم شرق مدينة بعقوبة مركز محافظة ديالى و ان عبوة زرعها مجهولون بجانب احد الطرق الرئيسة في المنطقة المذكورة ، وأسفر انفجارها عن استشهاد عنصر الصحوة الذي كان يستقل السيارة واصابة اخر كان معه بجروح بليغة تم نقله الى مستشفى المقدادية لتلقي العلاج ومن جهو اخرى القت القوات الامنية القبض اليوم على 2 من المتهمين بجريمة اغتيال العلامة الدكتور عبد العليم السعدي مفتي الانبار.وبعد ورود معلومات استخباراتية تم القاء القبض على المطلوبين في منطقة البوجابر جنوب مدينة الرمادي. مبينا ان القوات الامنية قامت بتطويق احد المنازل والقت القبض عليهما وبعد اجراء التحقيق الاولي اتضح انهما لديهما صلة بمقتل العلامة عبد العليم السعدي, مشيرا الى ان التحقيق ما زال جار في الموضوع اما في الانبار اصيب اليوم احد افراد دورية للجيش العراقي الفرقة السابعة اثر انفجار عبوة ناسفة في قضاء حديثة الى الشمال الغربي من محافظة الانبار.

وان انفجار العبوة ادى الى اصابة احد افراد الدورية بجروح خفيفة بعد مرور الدورية على الشارع العام بمسافة قريبة من مكان زرعها .مبينا ان الحادث اسفركذلك عن الحاق اضرارمادية بسيطة بالعجلة وقامت على اثرها قوات الفرقة السابعة بغلق الشارع الرئيسي بحثاً عن المنفذين. مشيرا الى ان التحقيق ما زال جارلمعرفة الجهات التي تقف وراء حادث التفجير والعناصر الارهابية المنفذة له وفي الموصل القى شخص مجهول ينتمي للجماعات الارهابية قنبلة يدوية باتجاه احد نقاط التفتيش التابعة للشرطة في منطقة الكورنيش وسط الموصل مركز محافظة نينوى وان الحادث اسفر عن اصابة مدنيين اثنين كانا قريبن من منطقة الحادث ، مشيرا الى ان الاجهزة الامنية فرضت طوقا امنيا حول مكان الحادث بحثنا عن منفذ العملية الذي هربي الى جهة مجهولة بعد تنفيذ العملية بينما نقل المصابان الى احد المستشفيات القريبة ومن جهة اخرى القت دورية تابعة للشرطة الاتحادية ظهر اليوم القبض على (3) من المشتبه بقيامهم اعمالا مسلحة ضد القوات الامنية العراقية غرب مدينة الموصل ان القاء القبض تم خلال عملية تفتيش ودهم في منطقة تل الرمان غرب الموصل بعد ورود معلومات استخباراتية تفيد بتواجدهم المشتبه بهم داخل المنطقة المذكورة ،مشيرا الى ان التحقيق مازال مستمر معهم وفي الناصرية القت قوات لالامن في محافظة ذي قار القبض على ثلاثة من المتهمين من مروجي المتاجرة بالأقراص المخدرةوبان مفارز مكتب مكافحة المخدرات في شرطة المحافظة تمكنت من القبض على ثلاثة من المتهمين من مروجي المتاجرة بالأقراص المخدرةفضلا عن اعتقال اخر مطلوب للقضاء العراقي وفق أحكام القرار 39 لسنة 1994 .

واوضح المصدر أن القاء القبض على هؤلاء المتهمين جاء من خلال إجراء ممارسات أمنية الهدف منها متابعة أوامر القبض بحق البؤر المنحرفة في مدينة الناصرية مركز المحافظة من الذين يروجون لبيع الأقراص المخدرة بالمحافظة ، مشيرا الى انه تم ضبط كميات من الاقراص المخدرة بحوزتهم يرومون من اجل إشاعة الدمار والخراب بين فئات الشعب العراقي اما في بابل القت قوات تابعة للجيش العراقي التابعة الى القبض على 5 مطلوبين شمال محافظة بابل.

We have it there to remind our readers and ourselves of what American soldiers are like and the values and attitudes of the society in which they grew up that sent them here. The Iraki experience of America, Americans, American "values", American generals, and the troops commanded by those generals is that Americans react with unthinking hysterical indiscriminate violence whenever they meet opposition. And that it does not matter whether that opposition is armed or not. It does not matter who is injured or killed men, women, children, we are all sand niggers and killing sand niggers is a good thing. The arrogance, the unthinking fear and loathing of Muslims, the immediate resort to violence. Go ask the more than one million widows in Irak or the 5 million orphans how America and Americans have vindicated their human rights. Ana Iraki – I am Iraki and young though I may be thanks to the American invaders I am no stranger to either to violence or to killing. As I wrote to the American Christian Priest Michael Kinman as part of our continuing if somewhat intermittent dialogue:

Would that there were more like us and that we were stronger in the north were that the case your co-religionists in Mosul could walk freely in the city that is their home instead of fleeing in despair.

Sometimes violence is justifiable, sometimes it is right to kill one or more of your fellow human beings. But even when the killing is justified to enjoy it is depraved and disgusting. By appointing a man such as this as overall commander for the American forces of invasion and occupation of both Afghanistan and Irak the Obama administration has proved yet again that the differences between them and the Bush administration that preceded them are so small as to be irrelevant.

Irak is for the Irakis. You Americans are welcome to your racist thugs in uniform and to your perverts in uniform who publicly gloat about what fun it is to kill people. Keep them at home with you in America where they belong. Irak is for the Irakis and because of how Americans have behaved towards my people Americans are not welcome here.

حتى العام الماضي رئيس شركة اوكتل للصناعات الكيمياوية في ليفربول وسلفه دنيس كَريسون صدرا أطناناً من رابع اثيل الرصاص الى العراق رغم انه مادة ممنوع استخدامها في سيارات الدول الغربية لارتباطها بأضرار في الدماغ عند الاطفال. ويُعتقد ان العراق هو البلد الوحيدة الذي ما زال يستخدم الرصاص في بنزين السيارات، بحسب التقرير.واعترفت الشركة التي غيرت اسمها الى اينوسبك، بأن المدراء في سياسة متعمدة لزيادة الارباح، دفعوا ملايين الدولارات من الرشاوى الى مسؤولين في العراق واندونيسيا للاستمرار في استخدام رابع اثيل الرصاص رغم مخاطره الصحية. وأشار التقرير الى ان وكيل الشركة اللبناني أسامة نعمان سُلم الى الولايات المتحدة حيث وافق هذا الاسبوع على الاعتراف بذنبه والتعاون مع الادعاء العام الاميركي. وأشار التقرير الى اتهام مسؤولين عراقيين كبار في وزارة النفط بقبض رشاوى بريطانية منذ بداية الحرب حتى عام 2008. وقال وكيل وزارة النفط العراقية عدنان الشماع لصحيفة الغارديان ان الوزارة ستحقق في هذه الاتهامات ولكنه نفى بشدة الدعاوى القضائية القائلة انه نفسه أمضى اجازة مجانية في تايلاند. وقال انه لم يزر تايلاند في حياته وان وسيطا أُلقي القبض عليه في الولايات المتحدة ربما تسلم الرشوة المفترضة. ويقول المدعون الاميركيون انه تم الاتفاق على دفع رشاوى بملايين الدولارات لمسؤولين عراقيين في الفترة الممتدة من 2001 الى 2003 عندما كان كريسون رئيس الشركة البريطانية وجاء في وثيقة من ملف القضية ان الشركة تعترف بأن رئيسها التنفيذي السابق وافق على دفع رشى. ولكن كريسون يقول ان هذه الاتهامات باطلة. وكانت شركة اوكتل قررت قبل عشر سنوات ان تبقى الشركة الوحيدة التي تنتج رابع اثيل الرصاص للسيارات بعد منعه في الولايات المتحدة واوروبا. واستخدمت ارباحها الكبيرة من بلدان خارج اوروبا والولايات المتحدة لتنويع منتجاتها وتنفيذ التزامات مالية. وفي العراق دفعت رشاوى في عام 2007 لاجهاض اختبارات ميدانية على مركب كيمياوي بديل عن الرصاص في حين وظفت الأموال في اندونيسيا في حملة "للدفاع عن الرصاص" في البنزين ورشوة سياسيين محليين. واسفرت هذه الرشى عن تأخير منع رابع اثيل الرصاص خمس سنوات، بحسب التقرير.

Paul Jennings, until last year chief executive of the Octel chemical works near Ellesmere Port, Merseyside, and his predecessor, Dennis Kerrison, exported tonnes of tetra ethyl lead (TEL), to Iraq. TEL is banned from cars in western countries because of links with brain damage to children. Iraq is believed to be the only country that still adds lead to petrol.

The company recently admitted that, in a deliberate policy to maximise profits, executives from Octel – which since changed its name to Innospec – bribed officials in Iraq and Indonesia with millions of dollars to carry on using TEL, despite its health hazards.

The firm’s Lebanese agent, Osama Naaman, was extradited and agreed this week to plead guilty and co-operate with US prosecutors. Although the US department of justice has run much of the case, the Serious Fraud Office is keen to claim jurisdiction.

Senior Iraqi oil ministry officials are accused of taking British bribes throughout the UK-US occupation, up until 2008. Ahmad al-Shamma, the deputy oil minister in Iraq, told the Guardian he would investigate the charges. He strongly denied courtroom allegations that he himself had taken a free holiday in Thailand. He said he had never been to Thailand and that a middle man involved, now under arrest in the US, may have pocketed the alleged payment himself.

Both Jennings and Kerrison are identified in court statements by the US department of justice, which is conducting an expanding corruption investigation and may seek Jennings’s extradition to the US, according to legal sources.

Jennings says he is not free to comment on the allegations against him. Kerrison, who left the firm five years ago, denies wrongdoing and says he is being made a "fall guy" by his old company. The firm agreed to pay relatively small corporate fines of $40m (£26.7m). It said the matter was a "deeply regrettable chapter of our history" and "nothing like this will ever happen again". Both Jennings and Kerrison separately obtained multi-million pound payoffs from their company.

Jennings stepped down in March 2009, and the board said it had now "replaced members of senior management who were involved in, aware of or who should have been aware of the criminal conduct, including Innospec’s CEO".

Jennings, now finance director of the Birmingham-based waste firm Biffa, said he could not comment because "there are currently investigations in the UK and US into the conduct of a number of individuals connected with Innospec".

Kerrison bought a wine estate near Cape Town, South Africa. Photos in local magazines show him relaxed in shorts, with a celebratory glass of his own Doolhof Sauvignon in his hand."It is not the case that I have in some way been living off ill-gotten gains." He had no indication that he faced prosecution or extradition, he said.

US prosecutors say multi-million dollar bribes to Iraq were agreed in 2001-3, when Kerrison was chief executive. A formal sentencing document said: "Innospec admits its former chief executive officer … approved payment of the kickbacks."

Kerrison says these are "false accusations". He told us: "Obviously there has been a serious fall-down in how Innospec has done business, including illegal transactions, and as an ex-CEO I feel a degree of responsibility as some of it was on my watch." But he said that he had not been personally aware of it: "I have not authorised any bribes, backhanders, or other illegal or dubious payments."

A decade ago, Octel decided to remain the world’s only manufacturer of TEL for cars, after it was banned in the US and Europe. They used high profits from non-western countries to diversify into other products and to pay back investors, mainly US hedge funds run by Connecticut billionaire Jeffrey Gendell. According to prosecutors, the strategy included the corrupt blocking of health campaigns.

In Iraq, bribes were paid in 2007 to sabotage field trials of MMT, a non-lead alternative additive. In Indonesia, money was poured into a "defence of lead" campaign to pay off local politicians. The phase-out of TEL was successfully delayed for five years. One Octel executive wrote: "As you are aware, Indonesia was planning to go lead free in 2000 … this obviously did not happen for a number of reasons and since 1 January 2000 until the present, we have supplied 28,390 tons of TEL … generating $277 million in revenue."

The leniency of the corporate plea bargain caused protests from Lord Justice Thomas this year at one of the corporate sentencing hearings in London. He said "No such arrangement should be made again." US and UK prosecutors agreed the firm could not afford to pay more. But the company allegedly handed out $26m in dividends when it knew it was under investigation, according to the US department of justice.

ففي بغداد اصيب 6 مواطنين بجروح مختلفة اليوم اثر انفجار عبوة ناسفة في منطقة الشعلة الى الشمال الغربي من بغداد. وذكر مصدر امني ان انفجارالعبوة حدث اثناء تجمع المواطنين قرب احدى معامل الثلج في المنطقة المذكورة.مبينا ان الحادث اسفر عن اصابة 6 اشخاص تم نقلهم الى المستشفى القريب لتلقي العلاج فضلا عن اضرار مادية جسيمة في السيارات القريبة من مكان الحادث . من جانب اخر إتخذت القوات الامنية في قضاء المحمودية اليوم اجراءات امنية مشددة على خلفية ورود معلومات تشير الى نية الجماعات المسلحة شن هجمات انتحارية تستهدف مواقع هامة في القضاء خلال الايام المقبلة. واكد مصدر امني مسؤول في الجيش العراقي ان إنتشار مفارز لكشف المتفجرات في العديد من المناطق المهمة في القضاء تجنبا لوقوع اي عمل ارهابي،مبينا ان الاجهزة الامنية تمكنت من اعتقال 6 اشخاص بينهم خمسة مطلوبين وابطال مفعول عبوتين ناسفتين في سلسلة عمليات دهم وتفتيش شملت مناطق اللطيفية واليوسفية،الى ذلك تمكنت قوات الجيش من اعتقال ثلاثة مطلوبين بينهم اثنان من قادة الجماعات الخارجة عن القانون وعثرت على كميات من الاسلحة والذخائر والمواد المتفجرة في عملية امنية في منطقة السيافية وفق معلومات استخبارية دقيقة تلقتها الاجهزة الامنية من نصادرها. كما تمكنت قوة من الجيش العراقي من ابطال مفعول سيارة مفخخة في ناحية الرشيد جنوب بغداد. وذكر مصدر امني ان سيارة نوع كيا بيكب كانت موضوعة داخل علوة الرشيد تم اكتشافها من قبل قوات الجيش العراقي اتضح فيما بعد انها مفخخة ومعدة للتفجير . واوضح ان السيارة تم تفكيكها من قبل قوة هندسية تابعة للفرقة 17 للجيش العراقي من دون احداث خسائر بشرية او اضرار مادية .

وفي صلاح الدين عثرت دورية من شرطة صلاح الدين اليوم على سيارة مفخخة نوع كيا حمل بيضاء أللون وسط قضاء الدجيل جنوب مدينة تكريت مركز محافظة صلاح الدين. وذكر مصدر امني إن فريقا هندسيا من معالجة المتفجرات تمكن من إبطال مفعول السيارة وتفكيكها دون وقوع أي حادث ، مشيرا الى انه تم إلقاء القبض على أربعة من المشتبه بهم كانوا بالقرب من السيارة المفخخة . وفي سياق متصل هرب احد السجناء من سجن الجرائم قبل قليل في ناحية يثرب التابعة لقضاء بلد جنوب تكريت مركز محافظة صلاح الدين. وذكر مصدر امني ان السجين الهارب متهم بعمليات ارهابية ضد المواطنين والقوات الأمنية والصحوة . وأضاف المصدر ان القوات الأمنية شرعت بعملية بحث عن السجين الهارب الذي يعتقد انه مازال داخل المحافظة . يذكر ان قوات الشرطة القت القبض عليه قبل10 ايام . وعلى صعيد متصل انفجرت عبوة ناسفة مستهدفة دورية للجيش العراقي كانت موضوعة على جانب الطريق الرئيس غرب قضاء سامراء بمحافظة صلاح الدين.

وذكر مصدر امني إن الانفجار أسفر عن إصابة 2 من أفراد الدورية تم نقلهم الى المستشفى لتلقي العلاج إضافة الى إلحاق أضرار مادية بعجلتهم. وأشار المصدر الى إن القوات الأمنية فرضت طوقا حول المكان تحسباً لأي طارئ.

وفي محافظة كركوك القت دورية تابعة للشرطة الاتحادية القبض على ارهابي مطلوب للقضاء وفق المادة 4/ارهاب وسط كركوك . وذكر مسؤول اعلام مديرية شرطة الاقضية والنواحي ياوز عزالدين ان دورية تابعة لمديرية شرطة الاقضية والنواحي القت القبض على الارهابي المدعو (محمود محمد محمود ) المطلوب للقضاء بتهمة تفجير وزرع العبوات الناسفة في المحافظة بعد ورود معلومات استخباراتية تفيد بوجوده في منطقة المعارض 10كم عن مركز مدينة كركوك . والقت قوة مشتركة من مديرية شرطة الاقضية والنواحي ومخفر تركلان القبض على ارهابي مطلوب للقضاء في الطريق الرئيسي المؤدي الى ناحية تركلان 20كم جنوب مدينة كركوك . وقال مصدر مسؤول في شرطة الاقضية والنواحي انه بعد ورود معلومات تفيد بتواجد الارهابي المدعو (مهدي احمد ) قرب الناحية المذكورة تم تشكيل الدورية المشتركة وتم القبض عليه مشيرا الى ان الارهابي المذكور مسؤول في ما يسمى دولة العراق الاسلامية وهو مطلوب للقضاء لقيامه بتنفيذ عمليات ارهابية داخل المحافظة

اما في الانبار عثرت القوات الأمنية اليوم على سيارة مفخخة نوع ستاراكس كانت مركونة على جانب الطريق وسط مدينة الفلوجة . وذكر مصدر امني ان السيارة عثر عليها بالقرب من طريق المقبرة القديمة وسط الفلوجة ، مضيفا ان فريقا هندسيا لمعالجة المتفجرات تمكن من إبطال مفعول السيارة المفخخة وتفكيكها دون وقوع أي حادث . وأوضح المصدر ان السيارة المفخخة تعود الى المسلحين الذين هاجموا محال بيع الذهب وسط المدينة صباح اليوم لغرض تفجيرها حال تجمع المواطنين الا ان معلومات استخبارية دقيقة ساعدت الأجهزة الأمنية العثور على السيارة المفخخة قبل ان تفجيرها من قبل الإرهابيين . وفي تطور اخر قام مسلحون مجهولون قبل قليل بعملية سطو مسلح على محال لصياغة الذهب وسط مدينة الفلوجة . وذكر مصدر امني إن المسلحين هاجموا بأسلحتهم الخفيفة 3 محال لصياغة الذهب وسط الفلوجة ، ما أسفر عن استشهاد ثلاثة من أصحاب المحال وإصابة آخر تم نقله الى المستشفى لتلقي العلاج . وأضاف المصدر إن المسلحين تمكنوا من سرقة كمية كبيرة من الذهب ومبالغ من العملة العراقية والأجنبية ولاذوا بالفرار الى منطقة مجهولة كما أغلقت القوات الأمنية سوق الذهب وسط مدينة الفلوجة والى إشعار أخر . وذكر مصدر امني في شرطة الفلوجة إن إغلاق السوق جاء على خلفية عملية السطو المسلح التي وقعت صباح اليوم وراح ضحيتها 3 شهداء وجريح ، مضيفا إن فريقا من الأدلة الجنائية قام برفع البصمات من مكان الحادث بعد إن قامت القوات الأمنية بإخلاء السوق الذي يضم محال باعة الخضار والفواكه إضافة الى صاغة الذهب وهو السوق الرئيسي الذي يرتاده الكثير من المواطنين . وأوضح إن أوصاف المتهمين وزعت إلى كافة السيطرات المنتشرة في عموم المدينة حيث فرضت إجراءات أمنية مشددة على مداخل ومخارج المدينة لضمان عدم هروب المسلحين . يذكر إن سوق الذهب (سوق النزيزة ) وسط الفلوجة يكون مزدحما في ساعات الصباح الأولى وتحيطه به نقاط تفتيش عسكرية بشكل دائم .

وفي محافظة ديالى توفي اليوم احد السجناء المودعين لدى مديرية شرطة المقدادية بمحافظة ديالى . وذكر مصدر امني ان السجين طالب جوامير الجبوري إثناء مقابلة أهله له صباح اليوم وعند أبلاغه بعدم تنازل المشتكي عليه أصيب بنوبة قلبية ومات على الفور. ويذكر ان المتوفى كان يشغل منصب قائد صحوة قرية خلف البلور وسط المقدادية .

اما في نينوى اصيب 4 من افراد القوات الامنية مساء اليوم بجروح مختلفة اثر انفجار عبوة ناسفة شمال الموصل مركز محافظة نينوى . وذكر مصدر امني ان الانفجار كان يستهدف دورية للقوات الامنية مساء اليوم عند مفرق ناحية فايدة شمال مركز المحافظة.مبينا ان الدورية كانت متوقفة قرب احد المطاعم في المنطقة المذكورة حيث اسفر الحادث عن اصابة 4 من عناصر القوات الامنية بجروح مختلفة .موضحا انه تم نقل المصابين الى المستشفى القريب لتلقي العلاج بينما قامت القوات الامنية فور وقوع الحادث بتطويق المكان وشرعت بحملة دهم وتفتيش بحثا عن المشتبه بهم. وفي هذا السياق عثرت دورية تابعة للفرقة الثالثة من الجيش العراقي ظهر اليوم على مخبا للاسلحة والمتفجرات خلال عملية تفتيش ودهم قرية تل عبطة التي تبعد70غرب مدينة الموصل مركز محافظة نينوى. وذكر مصدر امني ان عملية العثور تمت من خلال معلومات استخبارية حيث تمكنت الدورية من العثورعليه وكان يحتوي على اسلحة متنوعة وعبوات ناسفة ومواد شديدة الانفجار TNT. مبينا انه تم ضبط المواد المذكورة وتسليمها الى مقر الفرقة الثالثة للجيش العراقي.

If you look at the photo you can see that the shore is ringed with a crust of salt from evaporation. It’s a dead lake because evaporation makes the water so salty that fish can’t live in it. There is a local industry of salt collection and this is where my mother bought our salt from when I was a child. (I buy the salt my wife uses in our kitchen from the same family my mother did.).

I remember my parents took us here a few times for holidays. And I remember learning in school that there is no clear source for the water in the lake. It does not seem to be linked to any river and it is not some surviving part of a sea from before recorded history. In those geography lessons the teacher told us that this lake is very unusual because all the water is above ground level. The water is so salty that if the banks of the lake get broken in some place the flow of water and fast evaporation means that the banks repair themselves.

But what I remember best about this lake is my mother telling us to watch the birds very carefully and we would see a very strange thing. I remember watching them and seeing the birds land and they did not sink! They birds were walking on the surface of the lake as if it was ground! I remember mother laughing, I suppose at the expression on our faces. And telling us the story about Prophet Jesus the son of Mary (PBUH) walking on the water in Galilee and how the people in Palestine were oppressed by invaders from the west then, and how they are oppressed by invaders from the West now.

اقرب الى القنابل الموقوتة في الشوارع حيث يكونون عرضة كبيرة للانحراف او الاتجاه بمسار الجريمة او استغلالهم من قبل ضعاف النفوس لأمور مختلفة بالرغم من ان واجب المجتمع العراقي هو حمايتهم من هذه التهديدات وذكر المصدر  ان هنالك أكثر من 30 حدث محجوزين في مواقف ومراكز شرطة بابل أكثر من 22 منهم بدون مأوى.

Lawmaker Khalid Amin Rumi, who believes the attacks are sectarian, rather than criminal, is proposing a government council be set up to ensure that crimes against small religious groups are properly investigated and prosecuted.

So far, officials appear to be somewhat divided about the idea, which was drawn up by the Mandaean Elders’ Council,  and Rumi is now looking for support from allies among Iraq’s diverse minority communities.

“These attacks are a wake-up call for us. There is a big plot against religious minorities in Iraq by Islamic extremist groups, but the government is pre-occupied with many issues. It has not given enough attention to this issue despite our repeated warnings and appeals,” Rumi said.

Rumi’s call to action was prompted by a pattern of attacks on Mandaean merchants that he claims has been escalating since the United States-led invasion of 2003. In recent years, community leaders have complained of rampant discrimination and crimes including robberies, rapes, beatings, murders and forced conversions.

“We live in constant fear. We are afraid of our children being killed or kidnapped every day. We are lost in the chaos that has affected the country’s security and politics. We want to stay in our country because we are proud to belong here. But the truth is we don’t know what the future holds for us,” said Salma Yahya Mamounn, a 42-year-old Mandaean who works as a civil servant in Baghdad.

Of the estimated 60,000 Mandaeans living in Iraq before the war, the community is now said to have roughly 20,000 followers, mostly in Baghdad, Basra and Amara. Other estimates are as low as 5,000.

Armed men killed two Mandaean jewelers and wounded a third on June 9 in Basra. In May, two carloads of gunmen murdered two jewelers and wounded four others on Street 20 in Baghdad’s Baya district.

The neighbourhood is famous for its gold and jewelry shops, most of which have been owned by Mandaeans for many generations.

Baghdadsecurity spokesman Major General Qassim Atta said the motive for the recent killings was theft, and noted that Muslims were also killed in both attacks. Atta confirmed that a woman and three men have been arrested for the Baya shootings; several other assailants were killed in a subsequent gunfight; and a manhunt is underway for the rest of what he called a “gang” of gold thieves.

“Most segments of Iraqi society have been exposed to violence from al-Qaeda and the militias. The security forces work in accordance with the constitution which guarantees the right to live safely for all Iraqis regardless of their ethnic or religious backgrounds. We provide protection to the Sabeans (the Arab word for Mandaeans) just as we do for the rest of the minorities, including Christians,” Atta said.

Mandaean leaders have criticised police investigations into the recent murders, claiming they were sectarian. Witnesses told IWPR that no gold or jewelry was touched in either of the attacks and some have charged security forces of complicity in the attack in Baghdad – an allegation the government denied.

Mandaean spokesman Raed Hasson Baqal insists there have been dozens of attacks on Mandaeans and Mandean-owned businesses in 2010.

“Gangs and militias target our community because they think we are weak. They accuse us of blasphemy. A large number of people from our religion have been killed and this has forced many of us to flee to other countries for safety,” said Baqal, who noted that Mandaeanism forbids the use of weapons, even for self-defence.

The Mandaeans, who speak Mandaic, originated in the southern marshland of present-day Iraq and Iran. Scholars say the monotheistic religion is at least 2,000 years old and is the only surviving Gnostic faith. The sacred symbol is a cross draped in a white cloth and adorned with olive branches, and its most-venerated leader is John the Baptist.

Since 2003, many minority groups have suffered discrimination and been targeted by radical Islamic groups. According to Rumi’s proposal, which was made public on June 17, the putative council would monitor investigations into attacks against minorities and ensure the assailants are properly prosecuted.

As things stands, Rumi says his proposal is being considered by the Christian and Other Religions Endowment Bureau – a government body, established in 2003 to supervise the affairs of Christians and other non-Islamic groups -and he aims to seek support from other minority leaders and international rights bodies for his campaign.

But some government figures and parliamentarians have expressed opposition to the move.

Senior interior ministry official Adnan al-Asadi told IWPR, “I think there is no need to establish a council that oversees the protection of the minorities because the government is taking care of these minorities. The ministry of interior is responsible for providing protection to all Iraqis without discrimination.”

Member of the parliamentary security and defence committee Abbas al-Bayatisaid the proposed council was “an explicit violation of the constitution, which stipulates that all Iraqisare equal in rights and duties and it is the responsibility of the Iraqi security forcesto protect all Iraqis”.

There has also been a mixed reaction from other religious communities.

Ghassan Elias, head of the Chaldean Christian Culture Society in Mosul, said, “We do not need to form new committees or boards. This means more fragmentation for our leadership. If such a council gets involved in the affairs of small religious communities our councils will lose power. We need to increase the role of minorities in decision-making.”

However, Durman Khtari, a Yezidi member of the Nineveh provincial council, welcomed the move. "With hope, the objective of this proposed council is to find out who conducts these attacks against minorities and making sure there is no negligence in the investigations,” he said.
