<p>نظم أهالي ناحية جصان شرقي واسط، الأحد، تظاهرة أمام مجلس المحافظة احتجاجا على شحة مياه الشرب والسقي التي تعانيها منطقتهم.<br />وقال احد المتظاهرين للوكالة المستقلة للأنباء (أصوات العراق) إن &#8220;التظاهرة جاءت نتيجة للأوضاع المأساوية التي تشدها ناحية جصان الحدودية بسبب شحة ماء الشرب والري.&#8221;<br />وأضاف المواطن ستار جبار أن &#8220;معظم أهالي الناحية يفكرون حاليا بهجرة المنطقة بعد أن نال منهم العطش وهلاك المواشي والمزروعات بسبب شحة الماء.&#8221;<br />وطالب&nbsp; المجلس البلدي في الناحية والحكومة المحلية بتحقيق مطالبهم بإيجاد حلول لمشكلتهم المتمثلة بالمياه الخاصة بالشرب وسقي المزروعات.<br />وقال متظاهر آخر، نعيم محمد، وهو مزارع أن &#8220;مئات الدونمات من البساتين في ناحية جصان تعاني من شحة المياه ولم يتم سقيها منذ مدة طويلة وهو ما تسبب في هلاك معظم أشجار النخيل وبالتالي توقف إنتاجيتها.&#8221;<br />وسلم المتظاهرون قائمة بمطالبهم إلى مجلس المحافظة تضمنت &#8220;تشكيل لجنة تحقيقية لمعرفة أسباب انقطاع الماء عن الناحية وإقالة مدير الموارد المائية في المحافظة ورفع كل التجاوزات الحاصلة على مشروع ماء الناحية وربطه على خط كهرباء الطوارئ&#8221;.<br />يذكر أن ناحية جصان (60كم شرق مدينة الكوت) المحاذية إلى دولة إيران تتغذى بواسطة مجرى اروائي واحد يمتد من أطراف ناحية الدبوني ( 50 كم شمال الكوت) ويمتد عبر الأراضي الزراعية ليغذي مجمع ماء الناحية ويعاني هذا المجرى من تجاوزات من أصحاب الاراضي التي يمر بها المجرى. <br />كما تشير تقارير صحفية مؤخرا أن لانقطاع مياه نهر الكلال عن الجريان بسبب منع جريان الماء فيه من قبل السلطات الإيرانية التي تقع منابع النهر على مرتفعاتها الجبلية تأثيره أيضا على موضوع شحة مياه الشرب وسقي الأراضي الزراعية في قضاء بدرة الذي تتبع ناحية جصان إداريا له مع ناحية زرباطية. <br />وتقع&nbsp; مدينة الكوت، مركز محافظة واسط، على مسافة 180 كم جنوب شرق العاصمة بغداد .</p>

<h2>Demonstration in Jasan Protesting Water Shortage</h2>
<p>Residents in Jasan an agricultural town in Wasit close to Iran demonstrated to protest the lack of drinking and irrigation water in the district. Most of the residents are considering leaving the district according to one demonstrator. Another demonstrator complained that hundreds of dunums of land were idle and going to waste because they&nbsp; had not been irrigated for a long time.</p>
<p>The demonstrators want the following:</p>
<ul>
<li>An investigation to held as to why the water stopped in the district.  </li>
<li>The Governorate&#8217;s director of water resources to be dismissed.  </li>
<li>Removing all illegal feeds from the district water project.  </li>
<li>The project to be connected to an emergency power line. </li>
</ul>
<h3>Context:</h3>
<p>Jasan is about 60 Km east of Kut. It gets water from al-Diboni (50 Km east of Kut) that passes through the farmland and feeds the district&#8217;s water installation.</p>
<p>Local reports say that the al-Galal river which comes from Iran stopped running through the Iraqi territories, because the Iranians have both dammed and diverted it and that this has exacerbated the water crisis in Jasan.</p>
<p>We expect there to be many such reports as the drought in Irak becomes more severe and the resulting humanitarian catasrophe in the south unfolds.</p>

<p><b>&#8220;Iraq&nbsp;-</b> Only a fraction of the most vulnerable of the 2.2 million internally displaced people (IDPs) in Iraq are getting the basic humanitarian assistance they need partly because of insufficient resources, says IOM upon releasing a mid-year review on displacement in the middle eastern country.  </p>
<p>&#8220;It is difficult to understand or to explain why, when there is a clear awareness across the globe of a major crisis in Iraq, that there is so little response to requests for funds to help people in need of the most basic humanitarian assistance. Yes, insecurity is hampering access to people, but there are, nevertheless, organizations and their staff working on the ground despite enormous risks, to assist vulnerable people. They could reach so many more people with more resources,&#8221; says Rafiq Tschannen, IOM’s Chief of Mission for Iraq.  </p>
<p>Iraq now has about 2.2 million internally displaced people (IDPs) with another 2 million having fled to neighbouring countries to seek refuge. Since IOM began monitoring displaced people in Iraq’s 15 central and southern governorates at the end of February 2006 when the bombing of the Al-Askari mosque in Samarra sparked a new displacement crisis, the numbers of people forced to flee their homes in fear of their lives have grown relentlessly. Across Iraq, an average of 60,000 people are being displaced each month in 2007.  </p>
<p>Although Baghdad continues to be the origin of most of the displacement since February 2006, this year has also seen a significant increase in the number of displaced people arriving in Iraq’s three northern governorates.&#8221;</p>

<h2>Reports From Baghdad</h2>
<p>This <a title="morning's round of mortar and katyusha attacks on the green zone" href="http://almelaf.com/index.php?option=com_content&amp;task=view&amp;id=972&amp;Itemid=2651" class="external">morning&#8217;s round of mortar and katyusha attacks on the green zone</a> consisted of a barrage of only 4. One of which hit a government building. Almelaf quote a green zone government security official as saying that:</p>

<p>As part of the American plan to divide Irak on sectarian lines the green zone government is introducing the use of ID cards in the areas of Baghdad&nbsp;that the American invaders have walled off and &#8220;pacified&#8221;. The system will be the same <a title="as that used in Fallujah" href="http://www.alsabaah.com/paper.php?source=akbar&amp;mlf=interpage&amp;sid=46095" class="external">as that used in Fallujah</a> and other cities that the Americans have tried to subjugate by the wholesale commission of murder of civilians.</p>
<p>A car bomb&nbsp;has&nbsp;exploded in front of the <a title="Iranian embassy" href="http://www.belagh.com/news.asp?id=5&amp;sId=3989" class="external">Iranian embassy</a> in Karradat Maryam no reports of casualties. <strong>Update:</strong> The explosion <a title=" killed 4 people and wounded 5" href="http://www.kuna.net.kw/home/Story.aspx?Language=ar&amp;DSNO=1004340" class="external">killed 4 people and wounded 5</a>. Also a number of cars were destroyed. No damage to the embassy or casualties to embassy staff because of the distance between the building and the perimeter.</p>

Dwilijah is a agricultural hamlet. According to reports men wearing green zone government army uniforms stormed the settlement close to Muqdadiyah&nbsp;and killed 29 people including 4 women. The massacre lasted about an hour according to green zone government military police spokesman Colonel. al-Omairi. The area has recently been pacified by tribal levies&nbsp;fighting under American command these levies are from Sunni tribes.&nbsp;(The account on Sadrist site <a href="http://www.nahrainnet.net/print.php?a=10068" target="_blank" class="external">here</a>&nbsp;is a good example&nbsp;of&nbsp;how this is being reported and the causal link between such massacres and&nbsp;the American tactic of using tribal levies.)&nbsp;</p>
<h2>Karbala Governorate</h2>
<p>Sheikh Abdel-Hassan Alfrati announced that a network of Pakistani forgers&nbsp;who were providing forged visas&nbsp;to Pakistani visitors entering the holy city of <a title="Karbala" href="http://www.non14.com/news.php?action=view&amp;id=7539" class="external">Karbala</a> had been detected. The report also says that a court case has been opened in Pakistan against some of the forgers by Pakistani pilgrims angered that they had been duped and put at risk by the forgeries.</p>

<p>One green zone government soldier was killed and 12 people injured in a <a title="suicide car bomber&amp;nbsp;attack in Mosul" href="http://www.aswataliraq.info/look/article.tpl?IdLanguage=17&amp;IdPublication=4&amp;NrArticle=50634&amp;NrIssue=1&amp;NrSection=1" class="external">suicide car bomber attack in Mosul</a>.&nbsp;The attack took place around 19:30 hours and the target was a green zone government regimental headquarters. 4 green zone government soldiers were wounded of the remaining 8 civilian wounded 5 were women.</p>
<h2>Qadisiyyah Governorate</h2>
<p>The Americans raided the home of another leading Sadrist in <a title="Diwaniyah" href="http://www.almalafpress.net/index.php?d=128&amp;id=38955" class="external">Diwaniyah</a> today.&nbsp;Unfortunately for them as this report makes clear the Sadrists have been expecting them to try it and took precautions accordingly. There is currently a power struggle going on in Diwaniyah between SIIC and the Sadrist bloc - SIIC are worried they could be swept out of power in the forthcoming provincial elections.</p>
<h2>Salah ad Din Governorate</h2>

<p>&#8220;The tented camp is overcrowded and many people are suffering from respiratory and other ailments that need proper medical treatment. But the nearest hospital in Iraq is located four hours away by car and the road runs through dangerous territory,&#8221; the statement said.</p>
<p>At least three people, including a six-month-old baby, have died from treatable illnesses since the camp opened last December, it added.</td>

<p>&#8220;So long as there are no concrete steps to meet these commitments and promises, they will remain a dead letter and not be implemented on the ground,&#8221; said Dr Sa&#8217;ad al-Hadithi, a Baghdad-based political analyst.</p>
<p>&#8220;There should be a kind of resolution from the [UN] Security Council or follow-up committees to monitor the implementation of both the Iraqi and other countries&#8217; commitments,&#8221; said al-Hadithi who lectures in political science at the University of Baghdad.</p>
